Isn't this a vicious circle. I mean we dont have:
1. provisions for research time in profs' schedules cuz no prof currently "needs" such time

2. softwares to aid research in labs cuz again these softwares are not needed unless a prof wants to research

3. research grants and industry liasions cuz nobody applies for em. I'm sure that our coll does have the provisions for the same. Heck, even students can apply for em as the last princi himself told me we cud do that...Ans the college does pay for the profs as well as students to attend the technical conferences and symposia..

4. And the college doesnt spend money to attract quality graduate students for research cuz theres no prof currently interested in serious research...

So, until ppl geared towards research join as profs, we can never have these things but these ppl will join only if these things are already there...
And one cant attract ppl by doling out huge salaries as ours is a govt college where salaries are as per AICTE norms and cant be changed by the govt.

Can anyone point out the solution to this?

I can try. The problem is that right now there are no incentives for professors to do research other than what they achieve on their own. This was another thing (probably the most important) I should have mentioned. If a professor's salary and rank in the institution (say, based on the tenure process or even the race to become the HOD) is tied explicitly to the amount of money they bring in in terms of reseach grants, and the kind and number of research publications that they get, then I think we will automatically see some interest growing in research.

The current faculty is complacent because they know that their job is safe and secure and they will get the same salary whether or not they do research.

I don't think it will ever happen that some profs "geared towards research" will join and things will turn around. Most individuals tend to think about themselves and they will go where there are colleagues who already do research and the institution rewards them for it.

If PEC keeps waiting for such research-oriented faculty members to join before it provides the resources, it will keep waiting for a *long* time.

i agree with you all on the fact that research at PEC is horrible.
in near future i do ot think things improving. Our HOD(comp sci) supposed to be master at cryptography cannot tell how public key sends a private key.
and he is hod now promoted to prof.None of teachers in our dept is phd.
apart from 3 all are BE's . so how can one expect students to get seriously involved in research as whenever somebody gets interested in one thing teachers throw him off path. hope so our juniors have the privelage of getting good teachers.
